Repair Officer/Assistant Ship’s Maintenance Manager

The Theodore Roosevelt Association established the USS Theodore Roosevelt Junior Officer Leadership Award in 1992 and bestows the award annually to a junior officer serving on CVN-71 who exemplifies the exceptional leadership, pride, professionalism, and dedication to duty embodied by President Theodore Roosevelt.


This year, the Theodore Roosevelt Association is honored to recognize ENS Paul Tuazon. Paul has displayed superior leadership and management abilities, and he has won the admiration and trust of his division, his department, and his command. He is a warm, creative, and industrious individual, a model of integrity, fortitude, honesty, and moral courage, and a true achiever.

Paul supports the Command as the Repair Officer and the Assistant Ships Maintenance Manager. His unparalleled guidance resulted in a team of 45 Sailors mirroring the productivity and effectiveness of a multi-million dollar Naval shipyard, completing 400 repair jobs and saving the Navy over $1M. In addition, he managed the maintenance and repairs of 17 departments, 34 contracted organizations, and 8 government agencies, completing over 7500 ship repairs, totaling 400,000 man-hours in less than 6 months. His indefatigable work ethic enabled the Theodore Roosevelt to complete a six-month CNO availability on time, the first carrier to do so in over nine years! In the absence of a Ship's Maintenance Manager, Paul stepped up and filled the role normally held by a LCDR. His guidance and direction were sought out daily regarding critical system repairs.

Paul’s dynamic leadership extends beyond the maintenance environment as well. Because of his sound judgment, he has gained the utmost trust from the CO as the Conning Officer. He has been hand-selected not only to Conn the ship, but also to train new Conning Officers during countless complex, high-risk evolutions. When Paul is at the Conn on the mid-watch, the Captain always gets a full night’s sleep.

Paul Tuazon is a 5.0 Officer. He consistently provides sound recommendations, sage advice, and mission-focused solutions. His dedication and motivation are infectious to those he leads, to his peers, and to his superiors, as he inspires them to raise their standards and improve their performance daily.
